'Targeted to' what is mean?
I know that , Target : it s main aim,mark

Is 'targeted to' same?

Target =

1. To make a target of.
2. To aim at or for.
3. To establish as a target or goal.

Targeted to = Place where you are targeting it,

Eg: I targeted it to Mary[where you specify a place or a thingy which is targeted]
Eg: Effective target to prevent the spread of malaria.

it looks like "something"must be targeted.like a gun targeted to...
or someone being targeted to..
am i wrong ..?
